White Paper 3: Academic Rigor and Quality Assurance at Scale


Abstract

If White Paper 2 showed that the University of the People (UoPeople) lowers cost by deleting the conventional university’s most expensive components, this paper asks the question that deletion immediately provokes: does the education that remains hold its quality? The institution’s strongest answer is external and recent. After a candidacy that began in 2021, UoPeople earned regional accreditation from the WASC Senior College and University Commission (WSCUC)—the body that also accredits Stanford, Berkeley, and the University of California system—effective February 2025, and it then voluntarily withdrew from its national accreditor at the end of that year. This paper treats that transition as the central rigor signal and tests it against three other bodies of evidence: the coherence of an open-resource curriculum, the architecture of assessment in a low-touch model, and the institution’s outcomes data on completion, persistence, employment, and graduate-school placement. It finds that the accreditation signal is genuine and demanding, that the curriculum and assessment design are coherent on their own terms, and that the outcomes record is mixed and largely self-reported—strong on satisfaction and on a visible tail of high-achieving graduates, weak and benchmark-lagging on completion. The decisive unresolved question is whether the demanding standards an accreditor verified at one moment can be sustained across an enrollment now exceeding 170,000 students.


1. Accreditation as the Central Rigor Signal

Quality in higher education is notoriously hard to observe directly. Learning is internal, outcomes are confounded by who enrolls, and reputation lags reality by years. The sector’s answer to this measurement problem is accreditation: a periodic external audit in which peers examine an institution against published standards and certify, or decline to certify, that it meets them. Accreditation is not a measure of learning gain, and it is not a ranking; it is a floor, a verified assurance that an institution does what a credible university must do. For a tuition-free, volunteer-staffed, campus-free institution whose every design choice invites the suspicion that quality has been traded for cost, accreditation is the single most consequential piece of evidence available, because it is the one judgment rendered by an outside body with the authority and the standards to make it stick.

This is why UoPeople’s accreditation history is the spine of the rigor question rather than one item among many. The institution has done something unusual: it moved up the perceived hierarchy of U.S. accreditation, from a national accreditor to a formerly-regional one, and then surrendered the national recognition it no longer needed. It is, by its own account and that of observers, the first tuition-free online university to attain this status. The paper begins by establishing exactly what that move demanded and what it does and does not prove, then turns to the internal evidence—curriculum, assessment, outcomes—that accreditation summarizes but does not exhaust.


2. Methods Note

The paper proceeds by documentary analysis against benchmarks. The accreditation analysis draws on the accreditor’s own records and standards, on the institution’s accreditation disclosures, and on independent description of the transition. The curriculum and assessment analysis draws on the institution’s published descriptions of its instructional model and learning-outcomes strategy. The outcomes analysis draws on three kinds of figure, kept carefully distinct: federally reported graduation and retention data (IPEDS), which are comparable across institutions but capture only the first-time, full-time cohort; the institution’s own surveys of students and alumni, which are broader in reach but self-reported and subject to survivorship; and the institution’s published lists of employer destinations and university partnerships, which are illustrative rather than statistical. Each figure is labeled by type, and benchmark comparisons are drawn from national completion data and from peer-group averages where available.

The method’s limits define the paper’s claims. Accreditation establishes that standards were met at the time of review; it does not establish that they are met at every later moment or at every scale. Survey outcomes establish what respondents report; they do not establish what the median enrolled student experiences. The paper therefore distinguishes throughout between what is externally verified, what is internally reported, and what is merely illustrated, and it weights its conclusions accordingly.


3. The Accreditation Pathway as Evidence

3.1 The DEAC period and what national accreditation certified

UoPeople first secured institutional accreditation in 2014 from the Distance Education Accrediting Commission (DEAC), a national accreditor recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA). DEAC accreditation was real recognition—it allowed the institution to confer accredited degrees and signaled compliance with genuine standards for distance education (Eaton, 2015). But in the market for credentials it sat lower in perceived value than regional accreditation. Many U.S. employers historically preferred or required regional accreditation, and credits from nationally accredited institutions often transferred poorly to regionally accredited ones. For a UoPeople graduate hoping to transfer credits, enter graduate school, or satisfy an employer’s or licensing board’s requirement, the national credential carried a discount. The institution held DEAC accreditation from 2014 through December 31, 2025, when it voluntarily withdrew from the relationship.

3.2 The regulatory subtlety: the distinction the government erased and the market kept

An accuracy point must be made here, because it shapes how the transition should be read. In a 2019 rulemaking effective July 1, 2020, the U.S. Department of Education formally eliminated the regulatory distinction between “regional” and “national” accreditors; in federal law there are now only “institutional accreditors,” all of equal standing (U.S. Department of Education, 2019). The hierarchy UoPeople climbed is therefore, as a matter of regulation, no longer official. Yet it persists almost undiminished in practice—in employer expectations, in registrars’ transfer policies, and in graduate-admissions norms—because reputation outlives rulemaking. The honest reading of the transition is thus twofold: it is a real quality event, because the formerly-regional standards are more demanding in the ways described below, and it is a real market-access event, because it clears a perceived threshold that the market continues to enforce regardless of what the regulation now says. Both readings are true, and conflating or denying either distorts the picture.

3.3 The WSCUC transition and what regional accreditation demands

The substance of the move lies in the standards. WSCUC candidacy began in June 2021, and the commission granted initial accreditation effective February 14, 2025, for a six-year term, following a multi-stage review of self-studies and site visits. WSCUC is the regional body that also accredits Stanford, the University of California system, UCLA, USC, and Berkeley—a peer set that locates UoPeople, for accreditation purposes, among research universities rather than among the for-profit and correspondence institutions with which it is sometimes grouped.

What the standards demand is the operative question. The WSCUC framework organizes review around defining institutional purposes and ensuring educational objectives; achieving those objectives through the core functions of teaching, learning, and, where present, scholarship; developing the resources and governance structures to ensure quality and financial durability; and building a culture of ongoing quality assurance and improvement (WASC Senior College and University Commission, 2023). Two features of this framework bear directly on a low-cost model. First, it requires demonstrated learning outcomes, not merely delivered instruction: an institution must show that students achieve defined competencies and must assess and revise programs accordingly. Second, it requires transparency about student achievement; WSCUC standards oblige institutions to generate, evaluate, and publicly disclose data on retention, graduation, and evidence of student learning. For an institution built to minimize cost, these requirements impose exactly the layers—outcomes assessment, governance, financial-durability evidence, public reporting—that White Paper 2 identified as the model’s rising cost floor. The accreditation is, in that sense, costly proof: UoPeople could not have earned it without building and funding the quality apparatus a regional accreditor expects to find.

The transition’s evidentiary weight, then, is high but bounded. It demonstrates that an external body with demanding standards and a research-university peer set examined the institution and certified compliance. It does not demonstrate that learning gain is high, that completion is strong, or that quality is uniform across a six-figure enrollment. Accreditation is necessary evidence of rigor and is not sufficient to settle it, which is why the internal evidence must now be examined.


4. Curriculum Design and the Coherence of Open Materials

The first internal question is whether a curriculum assembled from open educational resources can hold together as a coherent program rather than a stack of borrowed parts. The institution’s design answer is to treat OER as raw material organized around defined program-level outcomes rather than as a substitute for design. Its programs are described as built to foster critical thinking, communication, and lifelong learning; to target competencies tied to the labor market; to be continually assessed and revised through outcome assessment and external review; and to organize learning around peer-to-peer teaching and assessment within a deliberately OER-based architecture (programs are designed around open educational resources, are continually assessed and improved through regular outcome assessment and external reviews, and are built around collaboration and peer-to-peer teaching and assessment).

The coherence risk in an OER model is real: open materials are authored by many hands for many contexts, and a course that simply aggregates them can lack the through-line a single authored text or an integrated courseware product provides. The mitigation, where it works, is curatorial and structural—course designers select, sequence, and frame open materials against a stated outcome, and the program’s assessment architecture enforces the coherence the materials alone do not guarantee. Whether UoPeople achieves this consistently across hundreds of course sections is not observable from outside; what is observable is that the accreditor, whose standards require demonstrated program coherence and outcomes assessment, certified the programs. The OER question thus folds partly into the accreditation question: the standard was met at review, and the open-resource design did not prevent it from being met.

The labor model behind the curriculum is itself part of the quality story. The institution reports that tens of thousands of professionals have volunteered in academic and leadership roles, and that its operations draw support from major foundations (more than 43,000 professionals have volunteered as deans, administrators, or faculty, and the institution is supported by the Gates, Hewlett, and Ford Foundations and others). The presence of credentialed volunteers from established universities in course design and oversight is a plausible quality input; the dependence on volunteer labor for that oversight is, as White Paper 2 argued, also the model’s most exposed assumption at scale.


5. Assessment Architecture: Measuring Learning When Instruction Is Low-Touch

The harder internal question is assessment. In a residential model, learning is observed continuously by faculty who know their students; in a low-touch, asynchronous model, the institution must measure learning through a designed architecture rather than through the ambient judgment of present instructors. UoPeople’s architecture combines several elements: automated grading for routine work, peer assessment within cohorts, instructor evaluation of higher-order work, and proctored examination for integrity. Each element carries a known strength and a known vulnerability.

Automated assessment scales without limit and is consistent, but it measures best what is most structured and least well what requires judgment; over-reliance on it risks rewarding recall over reasoning. Peer assessment, treated fully in White Paper 5, distributes evaluative labor and can deepen learning when students assess against clear rubrics, but it introduces variance in rigor and the risk that novices grade leniently or inconsistently. Instructor evaluation supplies expert judgment but is the scarcest and most cost-bearing element, and its quality depends on the volunteer corps’s depth and attention. Proctoring addresses integrity—the perennial vulnerability of online assessment—but adds cost and friction and is imperfect.

The architecture’s coherence depends on matching each element to the kind of learning it measures well and on the calibration that keeps peer and automated assessment honest. This is precisely the sort of design that accreditation review scrutinizes, and the institution publishes a student-learning-outcomes assessment strategy as part of its compliance posture. The reasonable assessment is that the architecture is credible by design and verified at review, while its consistency at scale—whether peer grading holds its calibration across 170,000 students and tens of thousands of volunteer graders—is the open empirical question that no external audit at a single moment can fully answer.


6. Outcomes Evidence

6.1 Completion and persistence: the weak dimension

The least flattering evidence concerns completion, and it must be reported plainly. By federally comparable measures, UoPeople’s graduation rate is about 37 percent within 150 percent of normal time, with a full-time retention rate of 79 percent and a part-time retention rate of 70 percent, as of August 2024; in the 2023–24 year, 219 of 596 candidates completed within that window. That graduation figure sits below the peer benchmark: the comparison group of private non-profit master’s institutions with larger programs averages about 57 percent, and it sits below the national six-year completion rate of roughly 61 percent reported in White Paper 1 (National Student Clearinghouse Research Center, 2025).

Two contextual points qualify without erasing this finding. First, the IPEDS graduation rate captures only first-time, full-time, degree-seeking undergraduates—a small and unrepresentative slice of UoPeople’s largely non-traditional, working, part-time, internationally dispersed student body (NCES, 2022). The federal metric was designed for residential institutions serving recent high-school graduates and fits UoPeople poorly, which is why the institution supplements it with its own definitions, including a completion window of up to 300 percent of normal time (University of the People, 2025). Second, the retention figures are closer to peer norms than the graduation figure is, suggesting that the larger problem is time-to-completion among non-traditional learners rather than early collapse. Still, the conservative reading stands: on the completion dimension defined in White Paper 1, the model underperforms its benchmarks, and the access-versus-completion tension that paper flagged is visible in the data. This is the dimension White Paper 5 must explain.

6.2 Employment and satisfaction: the self-reported strength

The institution’s own surveys paint a far more favorable picture, and they must be read as self-reported and survivorship-prone. A graduates’ survey found 87 percent of respondents employed, 71 percent full-time, and 67 percent holding positions related to their field of study, and satisfaction runs high: 92 percent of graduate respondents rated their experience four or five on a five-point scale, with a comparable share elsewhere reporting that the degree was worth the time and money (88 percent of graduate-school respondents felt the degree was worth it). The institution’s published employer-destination list names firms such as Amazon, Apple, Dell, Deloitte, IBM, Microsoft, and JP Morgan, and organizations including the UN and the World Bank.

These figures are real reports from real graduates, and they indicate that the institution produces genuinely successful outcomes for a meaningful share of those who finish. They cannot, however, bear the weight of a general claim about the model’s effectiveness, for the reason the limitations section develops: a survey of graduates necessarily excludes the majority who did not graduate within the measured window, and an employer-destination list illustrates the achievable ceiling rather than the typical outcome. The right summary is that the model demonstrably works very well for its completers and its high achievers, and that the completion data show how large the non-completing group is.

6.3 Graduate-school placement and university partnerships

The clearest external corroboration of quality comes from the institutions willing to accept UoPeople graduates. The university has built nomination-based partnerships through which high-performing graduates continue their studies elsewhere: an agreement with McGill University allows qualified associate-degree graduates to transfer and complete their bachelor’s degree on campus, alongside announced collaborations with Harvard Business School Online, Effat University, Long Island University, NYU, and the University of Edinburgh. The Edinburgh pathway is mission-specific: it is open to Health Science associate-degree graduates with permission to remain in the UK as refugees, and partner pathways are reserved for high-performing graduates, who remain responsible for tuition at the receiving institution.

The evidentiary value here is meaningful but must be stated precisely. That a research university will admit a UoPeople graduate to complete a degree on its own campus is a third-party endorsement of the preparation those graduates receive—an external party staking its own standards on the UoPeople credential. But the pathways are selective by design, channeling the strongest graduates, and they certify the ceiling rather than the median. They show that the model can produce graduates competitive at elite institutions; they do not show what share of entrants reach that level. As corroboration of the accreditation signal, the partnerships are valuable; as a measure of typical quality, they are, like the employer list, a view of the top of the distribution.


7. The Quality-at-Scale Problem

The paper’s title names the real difficulty: not whether quality exists at UoPeople, which the accreditation and the partnerships establish, but whether it holds across an enrollment exceeding 170,000 students. Scale strains quality through several channels specific to this model. Peer assessment’s calibration must hold across tens of thousands of graders; volunteer oversight must remain attentive as the ratio of students to engaged faculty grows; course coherence must be maintained across proliferating sections; and assessment integrity must be enforced across a globally dispersed body taking examinations in conditions the institution cannot observe. Each of these is a place where rigor could thin quietly without any single failure visible to an external auditor reviewing the institution at one moment.

The accreditation signal addresses this only partly. WSCUC review certified compliance during a candidacy period that overlapped with rapid enrollment growth, which is reassuring, and the six-year term carries an expectation of ongoing reporting and periodic review, which provides a recurring check. But accreditation is episodic, and the model’s scale is continuous and growing; the standards verified in 2025 must be re-verified against a larger institution in 2031, and the interim is exactly where scale effects would accumulate. The honest conclusion is that the model has cleared the rigor bar at the scale it had reached by the review, that its design contains plausible mechanisms for maintaining rigor as it grows, and that the durability of those mechanisms at still-larger scale is unproven and is the central quality risk the suite carries forward to its synthesis.


8. Limitations

Three limitations bound this paper’s findings. First, the favorable outcomes evidence is self-reported and survivorship-biased. Graduate and alumni surveys capture those who completed and chose to respond; they structurally exclude the majority who did not finish within the measured window, so employment and satisfaction figures describe completers, not entrants, and cannot be read as the model’s average effect. Employer-destination and partnership lists compound this, illustrating the achievable best rather than the typical result.

Second, the comparable completion data fit the institution poorly. IPEDS graduation rates were built for residential, first-time, full-time cohorts and capture only a small slice of UoPeople’s non-traditional body; the institution’s own broader definitions are not externally standardized, so there is no clean, comparable measure of completion for the population the model actually serves. The 37 percent figure is the best comparable number available and is genuinely below benchmark, but it is measured on the wrong cohort for a fair test, and no right-cohort comparable exists.

Third, and most fundamentally, none of the available evidence measures learning gain directly. Accreditation certifies process and outcomes infrastructure; surveys measure perception and employment; partnerships measure third-party acceptance. The quantity that “rigor” most precisely names—how much a student knows and can do at graduation relative to entry—is not measured here, as it is rarely measured anywhere, because the instruments to measure it across institutions are weak and contested (Arum & Roksa, 2011). The paper’s conclusions about rigor therefore rest on the best available proxies and inherit their imprecision.


9. Conclusion

On the rigor dimension, the University of the People presents a split verdict that the disaggregating method of White Paper 1 was designed to render. The external signal is strong: a demanding regional accreditor with a research-university peer set certified the institution after a multi-year review, and selective research universities accept its graduates onto their own campuses. The internal design is coherent: an OER curriculum organized around stated outcomes, an assessment architecture matched element by element to the learning it measures, and a quality-assurance posture built to satisfy that accreditor. The outcomes record is mixed and mostly self-reported: high satisfaction and a visible tail of graduates at elite firms and universities, against a completion rate that lags its benchmarks on the only comparable measure available.

The unresolved question is scale. Accreditation proved rigor at a moment and at the size the institution had then reached; the model now operates at a size where the mechanisms that maintain rigor—peer-grading calibration, volunteer attention, course coherence, assessment integrity—are under continuous strain that an episodic audit cannot fully see. The model has earned the presumption that its quality is real. Whether that quality is uniform across 170,000 students, and whether it survives the next increment of growth, is the question this paper hands forward. White Paper 4 turns from rigor to reach, examining the international architecture and the refugee mission where the access-first idea meets its sharpest test.
